1)Go to http://www.Google.com.
2) Type in (but don't hit enter): "weapons of mass destruction".
3) Hit the "I'm feeling lucky" button instead of
the normal "Google search" button.
4) READ CAREFULLY what appears to be a normal ERROR message. Make sure you read the whole error message

That's been up for at least a year if not more, and I doubt Google will fix it. Google is a search engine that goes off of popularity and hits and since that's a gag error page many many people have visited to get a laugh, and thus pushing it's page rank through the roof. So unless someone else comes up with a better page with that keyword to outrank the other what you see should stay in the lead at #1.
